"Capital Account" is a program broadcast by RT America. According to Wikipedia RT America use to be called "Russia Today" and is funded by the Russian government. I'm not sure that a mouth piece of the Russian government is a credible source, and I wonder why Jim Rogers associates with it. [en.wikipedia.org]

LwC: In a globally connected world, it is better to get news from more than one national viewpoint. There must be Russians who ask themselves why they get CNN and other U.S. news outlets that are more or less funded by the American government - don't you think? I personally enjoy some of the programs produced by RT as often they report on events that go unreported, under-reported or mis-reported by other news media. On another note, check out Jim Rogers in Singapore, interviewed by Alex Jones Nightly News.
