Barton Biggs Turns Bullish

Barton Biggs, managing partner at Traxis Partners, tells CNBC he expects the S&P 500 to move up another 10 to 15%

He cites QE2 as the reason behind the market rally. He cautions that QE2 is a dangerous exercise, but he believe it will work.

He believes the cheapest asset around the world is the high quality US and Europe blue chip stocks, which grow 4-5% and yield more than the 10-year treasury.
