Buffett's Power Play: A Shaky Dollar and a Load of Cash

One man's trash is another man's treasure. Just look at the way Warren Buffett is forking over $5.1 billion of cash to buy Scottish Power's stake in PacifiCorp, a big Oregon-based electric utility that SP has been trying to unload since last fall.

Why is Buffett so eager to pick up SP's discard?
