Portfolio Recovery Associates, Inc., was initially formed as Portfolio Recovery Associates, L.L.C., a Delaware limited liability company, on March 20, 1996. The Company and its subsidiaries are a financial and business service company, operating mainly in the United States and the United Kingdom. The Company's main business is the purchase, collection and management of portfolios of defaulted consumer receivables. The Company also services receivables on behalf of clients on either a commission or transaction-fee basis and provides class action claims settlement recovery services and related payment processing to corporate clients. Its main business is the purchase, collection and management of portfolios of defaulted consumer receivables. These are the unpaid obligations of individuals to credit originators, which include banks, credit unions, consumer and auto finance companies and retail merchants. It also provide fee-based services, including vehicle location, skip tracing and collateral recovery services for auto lenders, governments and law enforcement via PRA Location Services, LLC, revenue administration, audit and debt discovery/recovery services for local government entities through PRA Government Services, LLC and MuniServices, LLC and class action claims recovery services and related payment processing via Claims Compensation Bureau, LLC. The Company competes with other purchasers of defaulted consumer receivables portfolios, third-party contingent fee collection agencies and debt owners that manage their own defaulted consumer receivables rather than outsourcing them. It also competes with new and existing providers of outsourced receivables management services. The Company is subject to the CFPB's supervisory and enforcement authority. The businesses conducted by its operating subsidiaries are subject to licensing and regulation by governmental and regulatory bodies in the many jurisdictions in which it operate and conduct its business. Its operations outside the United States are subject to the United States Foreign Corrupt Practices Act.
