Oaktree's Howard Marks on Why Solving Europe's Problems Is So Difficult

Howard Marks thinks that a core problem in Europe that is going to make solving the crisis very difficult is that there is no mechanism in place to facilitate a solution.

The problems in Cyprus illustrate his point. In order to reach a solution both Cyprus and the rest of Europe had to agree on the solution. There is no single governing body.

When multiple parties have to agree before action can be taken, things get complicated.
