Leon Cooperman (Trades, Portfolio), CEO of Omega Advisors, discussed a range of topics on CNBC Tuesday afternoon.

Prognosticating about the market, he said he was somewhat optimistic and remained a value investor.

"There's no question that every asset class has been elevated by the unusual monetary policy we've had," he said. "And as we trend back toward normalization and rates rise, it's going to be negative relatively speaking for equities. But I think the equity market is allowing for higher rates."

Cooperman also talked about his open letter regarding his insider trading case with the Securities and Exchange Commission which lost his business about $4 billion in institutional money.

"Anybody who knows the facts of this case would scratch their head and wonder what happened to us," he said.
