Facebook announced a new pay service and Disney launched its Disney+ streaming service. Both stocks led gains in the S&P 100 Tuesday. President Trump also spoke on trade at the Economic Club of New York, commenting that negotiators are getting closer to a trade deal agreement.

- The Treasury held auctions for three-month bills at a rate of 1.565% and six-month bills at a rate of 1.550%.
