Avista Corporation (AVA) has announced an all-source request for proposals (RFP) aimed at significantly expanding its energy and capacity resources. The utility company is seeking to add up to 415 MW of capacity during the winter months and up to 425 MW during summer, specifically across the states of Washington and Idaho. This move is part of Avista's strategic initiative to meet growing customer demand and comply with the requirements of Washington's Clean Energy Transformation Act, which mandates a carbon-neutral electric supply by the year 2030.

The RFP is a crucial element of Avista's 2025 Electric Integrated Resource Plan, and it invites bids from existing resource owners and developers. Avista is open to a variety of proposals, including those for traditional generation, distributed energy resources, and hybrid solutions that combine clean energy with storage capabilities. However, standalone Renewable Energy Certificates will not be accepted. Additionally, the company may consider submitting its own repowering and self-build resources into the RFP.

A unique aspect of this initiative is Avista's focus on Demand Response, with a minimum requirement of 5 MW to be implemented starting in 2026. Demand Response programs are deemed a cost-effective solution for managing peak load periods by utilizing existing capacity more efficiently, thereby reducing the need for additional generation capabilities.

Bidders are required to submit their proposals by the deadline of June 30, 2025. An Independent Evaluator will oversee the entire process to ensure transparency and impartiality. This approach demonstrates Avista's commitment to a fair selection process, while also seeking innovative solutions that align with its long-term sustainability goals.
