Ben Graham actually did not publish a formula like this. But he wrote in The Intelligent Investor (1948 version) regarding to the criteria for purchases:

Current price should not be more than 15 times average earnings of the past three years.

Avalyn Pharma Inc is a clinical-stage biopharmaceutical company developing inhaled medicines to treat rare respiratory diseases, including pulmonary fibrosis and other interstitial lung diseases (ILDs). Its current pipeline is focused on treating pulmonary fibrosis, a life-threatening disease with a median survival of three to five years, which is a significantly shorter prognosis than that observed for many forms of cancer.
