PBA Holdings Bhd is an investment holding company based in Malaysia whose principal subsidiary, Perbadanan Bekalan Air Pulau Pinang, is the licensed water supply operator for the State of Penang. The group abstracts raw water from rivers and other sources, treats it at its water treatment plants, and distributes and sells treated water to consumers across Penang, including domestic, commercial, industrial and government customers. Its operations cover the entire water supply chain within the state, from catchment and abstraction through treatment, storage and reticulation to metering and billing. Revenue is derived mainly from the sale of treated water, supplemented by other water-related services. As the sole water utility serving Penang, it operates in a regulated environment and focuses on managing both water demand and supply in a water-stressed state.
